The son of Irish immigrants, Phelan (1861-1930) served as Mayor of San Francisco from 1897 to 1902 and represented California in the United States Senate from 1915 10 1921.

The spine is lightly sun faded, with a small stain to the front board and a bit of minor wear to the corners and tips; else very good.
